You get the remaining % from whatever your corp tax is. I believe if in a fleet the bounty is devided up amongst all members, then they get there share minus corp tax.

They are not all that bad, but then again RNG is random. On another note, I have and, it is quite possible to complete high end variations of the hacking mini-game with nothing more than a rookie ship and t1 modules, Skills at IV.
